The Academy's Sustainable Mobility Policy establishes a clear hierarchy of transport priorities: walking first, public transport and shared mobility second, zero-emission transport third, and private vehicle use only where operationally necessary.

The policy integrates accessibility, road safety, emissions reduction, land-use efficiency and sustainable commuting into campus planning. It guides decisions on vehicle access, pedestrian infrastructure, institutional fleet management, parking development and future investment in low-carbon mobility.

Campus mobility is coordinated through institutional planning and operational monitoring led by the Administrative Affairs Department. The Academy regularly reviews vehicle access, institutional fleet use, pedestrian safety, zero-emission transport availability, parking demand and public transport connectivity.

Monitoring results support annual mobility planning, preventive maintenance, infrastructure improvement and evidence-based decisions aimed at reducing private vehicle dependence and transport-related emissions.

Pedestrian-first and vehicle-restricted campus model

The Academy applies a Pedestrian-First and Vehicle-Restricted Campus Model, under which private cars and motorcycles are not permitted within the academic zone. Vehicle access is limited to authorized operational, emergency and service purposes.

This arrangement improves pedestrian safety, reduces noise and local air pollution, protects open campus space and minimizes transport-related greenhouse gas emissions.

Students, staff and visitors can move between academic, administrative, residential and recreational facilities without dependence on private motorized transport.

Sustainable Institutional Fleet Management

A deliberately limited institutional fleet

The Academy maintains a deliberately limited institutional fleet of 6 official vehicles, used exclusively for essential academic, administrative and operational purposes.

Fleet management is based on controlled allocation, optimized trip planning, preventive maintenance and regular technical inspection. These measures reduce unnecessary journeys, improve fuel efficiency, extend vehicle service life and minimize the environmental impact of institutional transport operations.

Strong access to Tashkent public transport

The Academy's location provides strong access to the Tashkent public transport network, enabling students, staff and visitors to reach the campus without relying on private vehicles.

Two nearby metro stations and seven bus routes operating at approximately ten-minute intervals create a convenient low-carbon commuting network. Public transport connectivity is reinforced by pedestrian access from nearby stops, on-campus accommodation and restricted private vehicle access within the academic zone.

Carpooling & Shared Commuting Initiative

Monthly Carpooling Day

The Academy promotes shared commuting through a monthly Carpooling Day, engaging approximately 170 employees in coordinated vehicle-sharing arrangements.

By increasing vehicle occupancy and reducing the number of single-occupancy journeys to and from the campus, the initiative helps reduce traffic demand, fuel consumption and transport-related greenhouse gas emissions. Conducted once every month, Carpooling Day complements the Academy’s public transport, pedestrian mobility and low-carbon commuting measures while strengthening a culture of shared environmental responsibility.

Zero-emission and shared mobility form an important component of the Academy's Sustainable Mobility Programme. The campus mobility ecosystem includes bicycles, shared electric scooters, electric vehicle infrastructure and partnerships with urban mobility providers.

These alternatives support short-distance travel, reduce dependence on conventional vehicles and complement the Academy's pedestrian-first and public transport-oriented mobility model.

Minimal land occupation and pedestrian priority

The Academy follows a low-parking approach that avoids allocating valuable academic and green space to extensive vehicle parking. No dedicated parking area is currently located within the academic zone, reinforcing pedestrian priority and limiting unnecessary vehicle access.

A planned 457 m² green parking area will be developed outside or at the edge of the main pedestrian zone. The design will incorporate permeable surfaces, accessible spaces, electric vehicle charging and landscape integration while maintaining minimal land occupation.

Integrated measures that reduce private vehicle dependence

The Academy reduces private vehicle dependence through an integrated mobility demand management approach combining access restrictions, public transport connectivity, shared mobility, active travel infrastructure and behavioural initiatives.

The programme includes restricted private vehicle access; monthly Car-Free Days; public transport promotion; bicycle and scooter mobility; carpooling; on-campus student accommodation; pedestrian-first planning; limited parking provision; awareness activities promoting low-carbon commuting.

Together, these measures influence commuting behaviour, reduce transport demand and support long-term reductions in transport-related emissions.
